Is the current dysfunction in Mercer County about Brian Hughes himself, personally?

Aside from Brian hughes himself, why do we have a County leader, THE County leader, holding office that has a total lack of cognitive ability? This situation has been perpetuated by the democrat organization of Mercer for many years.
